The most important thing in all of this is not the affect it has on COVID spread or people's health in general. The most important thing is to take whatever is happening in objective reality and deflect blame for those aspects which are perceived as negative and take credit for those aspects which are perceived as positive.
This is happening everywhere with COVID public policy. If things are going poorly, it is the people's fault for not masking. distancing, boosting, etc hard enough. If things are going well, it is because of our brilliant and selfless policy decisions Throw in a couple of attaboys for the people who behaved, and tsk tsks for the ne'er-do-wells.
When a judge sticks her nose in and starts countermanding the orders of the politicians, it throws the entire strategy into disarray. The narrative is much more important than reality, which is that we have no real control over the spread of respiratory viruses.
